    • What This Office Does. . .

      The Office of Communications oversees the Office of Legislative Liaison and Catholic Social Teaching and the Office of IT Services. The Office of Communications builds and maintains relationships with local and national media, both secular and Catholic, and develops content for the Diocese of Cheyenne social media platforms, the website, and the Wyoming Catholic Register.

      The director of communications coordinates internal and external communications and public relations for the Diocese of Cheyenne, on behalf of the Bishop. The director manages and oversees diocesan communication strategies and activities with both the general public and Catholics and does so consistent with diocesan policies, goals, and guidelines. In addition, the director creates communication and has oversight of diocesan appeals and serves as editor and graphic designer of the Wyoming Catholic Register.

      The legislative liaison builds relationships with people of good will, among Catholic clergy and laity, Wyoming legislators, other religious and secular leaders, and Wyoming media sources. The legislative liaison also identifies pending legislation that could impact human dignity and the common good. Through various media, the legislative liaison educates Catholics and the general public on the diocese’s positions and how they are derived from the principles of Catholic Social Teaching.

      The IT director manages IT systems for the Chancery Office and contributes to diocesan communications as the videographer. 

    • Diana Marie Waggener
    • Director of Communications

      With more than 20 years as a public relations professional at the University of Wyoming, Diana Marie Waggener brings experience in intentional communications, writing, editing, and graphic design.

      A Wyoming native, Diana earned a bachelor’s degree in journalism with emphases in English and French (UW 1997) and a master’s degree (with thesis) in communication and mass media (UW 2008).

      Diana taught public speaking and interpersonal communication for seven years at Laramie County Community College—Albany County Campus, and she has taught public relations in the UW Department of Communication and Journalism.

      Diana is the mother of three adult children: Olivia Dyanne with husband Tony; Salvador Antone with wife Courtney; and Carmella Faith with husband Paul and granddaughter Isabella Luna. Diana and her husband, John—also a Wyoming native—enjoy traveling, hiking, working out, and being together.

    • Deacon Mike Leman
    • Legislative Liaison and Catholic Social Teaching

      As Legislative Liaison, Deacon Mike Leman serves as a point of contact between the leadership and faithful of the Diocese of Cheyenne and representatives of the local, state, and federal governments, giving voice to the Catholic perspective on issues of public policy and encouraging political engagement that reaches beyond party affiliation or partisanship, with an emphasis on mutual recognition of common moral principles.

      A native of Wyoming and U.S. Army veteran, Deacon Mike worked as a firefighter in Fort Collins, Colorado, for 13 years before he began working at the Diocese of Cheyenne. He has been serving in his diaconal vocation at Holy Trinity in Cheyenne since 2012.

      Deacon Mike and his wife Jennifer were married in 2000, and they have two daughters, Sophie and Lily.

    • Neill O'Donnell
    • Director of IT Operations

      Cheyenne native Neill O’Donnell has served the Catholic Church since 2013 when he was hired by the Cathedral of St. Mary. He eventually migrated to his current position as director of IT, overseeing IT operations for the Cathedral of St. Mary and St. Mary’s School.

      In February 2020, Neill brought his experience and talent to the Chancery Office where he manages IT operations.

      Neill is married to his high school sweetheart Annie, and they are raising three children, two older boys and a girl.

      Neill spends most of his free time with his children and family, including coaching soccer and Lego League teams or watching the children’s sporting events.
