Vicar General,

Father Michael Carr

Father Carr is an alumni of St. Thomas Seminary in Denver, where he graduated in 1968. He was ordained in 1968 at the Cathedral of St. Mary in Cheyenne. He received an MA in guidance and counseling from the University of Wyoming in 1973. He currently serves as pastor of St. Anthony’s parish in Casper. Among his other assignments, he served as the superintendent of St. Joseph’s Children’s Home in Torrington from 1983 to 1990 and he was the judicial vicar from 1975 to 1985. He has served as a counselor at St. Mary’s School from 1971 to 1976 and pastor of St. Joseph’s Church in Cheyenne from 1990 to 1998 before going to Casper.

Art Washut

Art Washut is the director of the Criminal Justice program at Casper College. He served 20 years on the Casper Police Department, including retiring in 2000 after serving as interim chief of police. While with the police department, he was instrumental in creating the department’s first professional standards unit and internal affairs. He believes his background in the criminal aspects of matters that might come before the review board could be useful in undertaking a “thorough and fair investigation of accusations that could have career-ending results. I understand the need for a fair and thorough investigation.”

Marilyn Patton, MSW

Marilyn Patton has a Masters in Social Welfare. She is the deputy administrator of the Mental Health Division of the Division of Department of Health for the State of Wyoming. She holds degrees from Albany University, the state university of New York at Albany and Skidmore College in New York. She is on the adjunct faculty at the University of Wyoming in the division of social work. “This is such an opportunity for the Church to shape its image in the community and take a pro-active stance.”

Patricia Fleming, PHD

Pat Fleming is a principle in Fleming and Associates, founded in 1975 and now one of the largest private mental health practices in Wyoming. Fleming and Associates also runs the Young Parent Program, through the Workforce Administration Act and the Wyoming Job Training Commission. Founded in 1986, the program provides low-income parents, ages 16 to 21, with a chance to complete their education, develop job skills and life skills along with work experience.

Carla Gregorio, MSW

Carla Gregorio is an elementary school principal in Cheyenne. She has a BA in social work from the University of Wyoming and a Masters in counseling from the University of Northern Colorado and a Masters in Educational Leadership. “I believe my background working with families and children will be useful to the board, and as a principal I have learned the value of policies and procedures to ensure matters are fair to all people.”

Ed Boenisch, Ph.D.

Prior to his retirement in January 2008, Ed was the deputy director of the Wyoming Community College Commission for five years. From 1995 through 2003, he was the Adjutant General for the State of Wyoming. For 20 years, from 1974 through 1995, Ed served in several capacities at Laramie County Community College.

In his retirement, he is committed to serving as a volunteer: JustFaith Ministries (board member), Wyoming Family Home Ownership Program (board member), Align (board member), Diocese of Cheyenne--Social Justice Advisory Committee (member), Diocese of Cheyenne--Legislative Advocacy Committee (member), Holy Trinity Vegetable Garden, and the St. Mary’s Lawn and Flower Ministry. His greatest honor is serving as an Extraordinary Minister of the Eucharist at St. Mary’s Cathedral.
